Death row inmate’s mental competency at issue

Franklin Delano Floyd attends the penalty phase of his murder trial in 2002.
Published: June 23, 2009
Four years after Pinellas Circuit Judge Nancy Moate Ley sent convicted killer Franklin Delano Floyd to death row for murdering an exotic dancer, he’s coming back to face her again today.
This time the issue is Floyd’s mental competency, not whether he killed Cheryl Ann Commesso, whose bones were found along Interstate 275 in 1995.
Commesso disappeared in 1989, when she was working at the Mons Venus strip club in Tampa with another dancer who was married to Floyd.
Prosecutors say that woman, Sharon Marshall, died under suspicious circumstances in a hit-and-run accident in Oklahoma, but Floyd was never charged in her death or the death of her son, whom Floyd kidnapped in Oklahoma, along with the boy’s school principal.

In Florida, a respected judge’s career ends amid accusations he helped stripper hide her money | San Francisco Examiner

“It is axiomatic that ‘Judge’ and ‘Stripper‘ showing up in a headline is never a good thing, especially if you happen to be the ‘Judge,’” then Tampa Tribune columnist Daniel Ruth wrote after the story broke.

Stringer, who has said he had a friendship and business relationship with stripper Christy Yamanaka, declined to comment for this story. His attorney did not return repeated messages left at his office.

She said she met the judge at an Italian restaurant in 1995, when she was a stripper in Tampa. Five years later, she was deep in debt and turned to him for advice. Later, she said she went public after Stringer refused to repay money he owed her.

Tampa Escorts: All-America City projects: Tampa redeveloped East Tampa …

Thursday, June 18th, 2009

As one of the older developed areas of the city, East Tampa declined during the 1960’s and 70’s period of Urban Development. In 2003, Tampa Mayor Iorio announced that one of her strategic initiatives would be the transformation of East Tampa to a community with flourishing recreational, social and culture activities. The City of Tampa staff focused on the assets of East Tampa with the idea of creating a model to use in other challenged areas of Tampa, reaching out to the residents and challenging them to create a vision for their neighborhood. The residents collaborated with the government, schools, universities, churches, sports organizations, businesses, and non-profit organizations. Responding to resident participation, the City of Tampa launched an aggressive campaign called Operation Commitment. The goals included rooting out crime, prostitution, drugs and code violations. At the same time, the City of Tampa created the East Tampa Development Division to focus exclusively on the economic and civic revitalization of the area. In doing so, it took the important step of designating Ea …

Tampa Adult Entertainment: Society for the Scientific Study of Sexuality meets in St. Petersburg

Thursday, June 18th, 2009

… Right away, the city of Tampa started raiding us,” said Redner, who would put three dancers on stage and leave three in the shadows. “When they took them, I’d put three more up. By the time we had the first three bonded out, we started all over again. The police would come in five, six times a day. It was a round robin.”
Nude dancing has been around forever, said Lirot. In the Wild West, it was called a “bawdy house.” In the 1860s, belly dancers appeared at carnivals beside space monkeys and two-headed boys. In the 1920s, it was follies and burlesque.
“It was well-tolerated as a fact of life,” he said.
He talked of bad research and historic legal cases and the state of adult businesses in Tampa today.
